Sixty-five percent of respondents noted the increase in violence, while 37 percent said ORC gangs were much more aggressive than in the past. For comparison, in 2019, only 57 percent said ORC gangs were more aggressive, while 31 percent said they were much more aggressive.

The latest retail theft survey from Hayes International revealed that in 2021, retailers moved away from apprehensions and focused more on recoveries. Shoplifting apprehensions were down just over 16 percent, while overall shoplifting recoveries were up 31 percent. Furthermore, per incident case values were substantially higher in 2021.

Interestingly, the amount of theft by an unchecked dishonest employee will increase by 58 percent every month, on average. Technology is being increasingly used to combat theft, and there has been a dramatic shift in investment in people resources between 2020 and 2021.

Retailers now face new risks and threats that have become a priority, such as mall/store violence/shooting incidents (82 percent), cyber-related incidents (76 percent), internal theft (53 percent), gift card fraud (47 percent), and return fraud (43 percent). These new services that expanded during the pandemic also carry risks. In terms of fraud, retailers reported the most significant increase in fraud from multichannel sales like BOPIS, with 39 percent indicating it as a concern in 2021 compared to 19 percent in 2020.

In-store sales fraud dropped from 49 percent to 28 percent from 2020 to 2021, while online-only sales fraud remained steady at 26 percent. Shockingly, retail crime is not isolated to large chains, as 54 percent of small business owners reported an increase in shoplifting in 2021.

Violence is increasingly becoming a factor in retail crime, as evidenced by the 2021 RILA study. Nearly 86 percent of respondents said that an organized retail criminal has verbally threatened an associate with bodily harm. Almost 76 percent reported that an organized retail criminal has physically assaulted an associate, while nearly 76 percent surveyed said that a criminal has threatened the use of a weapon against an associate. Over 40 percent of APMs said that an organized retail criminal has used a weapon to harm an associate.

2021 was another violent retail year in US retail, with incidents up 9 percent and fatalities up 14 percent from the previous year. Of the 595 fatalities in 2021, 18 percent were suspects, 53 percent were customers, 26 percent were store associates, and 3 percent were LE/LP/Security. Alarming, both customer and associate deaths were up 24 percent in 2021 when compared to 2020.

Fifty percent of the retail fatalities were inside the store or mall, while 45 percent were in parking lots, and 5 percent died off-premises. The negative impact of this violence is reflected in employee surveys, where 80 percent of workers experienced or witnessed hostile behavior from customers when staff tried enforcing COVID-19 safety measures. Thirty-nine percent of workers were leaving or had already left their jobs because of concerns with “hostility and harassment from customers.” The survey was conducted between October 2020 and May 2021.

To conclude, safety is a critical ingredient in a successful retail deployment model, and the alternatives can be costly on multiple levels. For example, Starbucks recently announced that it would close 16 US stores, mostly on the West Coast, by the end of July because of safety concerns.

Behavioral threat assessment programs are not designed to predict who will become violent, but rather to identify people exhibiting suspicious or dangerous behaviors and intervening before an act of harm is committed. To examine threats more closely, NTAC studied 173 attacks across different locations including workplaces, schools, houses of worship and residential complexes. Here are some of the key findings they discovered:

• Most attackers had exhibited troubling behavior prior to their attack that elicited concern from family members, friends, co-workers or others with whom they interacted.
• Many assailants had a history of violent criminal charges or domestic violence incidents prior to the attack.
• Half of all attackers were retaliating against personal grievances related to family, domestic or workplace issues.
• Most perpetrators used firearms that were obtained illegally at the time of their attack.
• 25% of them subscribed to conspiracy theories or hateful ideologies like anti-Semitism and misogyny.
• Many went through traumatic life events leading up to the attack including relationship troubles, employment issues and mental health challenges like depression and psychosis.

With these findings in mind, community organizations should be guided by these research results when implementing behavioral threat assessment programs in order to build safe environments free from potential danger for everyone involved.

On Saturday night, as the Lai Lai Ballroom & Studio was winding down, with less than 30 minutes until closing, Brandon Tsay, the third-generation operator of the family-run dance hall in Alhambra, was in the office off the lobby, watching the ballroom when he heard the front doors swing closed and a strange clang that sounded like metallic objects hitting each other. He turned around to see a semiautomatic assault pistol pointed at him.

“He was looking at me and looking around, not hiding that he was trying to do harm. His eyes were menacing,” recalled Mr. Tsay, who struggled with the gunman and eventually disarmed him, saving countless lives and averting another tragedy. It was an act that officials roundly praised as heroic. The gunman, who authorities identified as Huu Can Tran, 72, was later found dead of a self-inflicted gunshot in a van about 30 miles away, according to law enforcement officials.

Mr. Tsay said the weapon the gunman was carrying signaled he intended to inflict maximum damage. “How it was built and customized, I knew it wasn’t for robbing money,” he said. “From his body language, his facial expression, his eyes, he was looking for people.”

Sheriff Robert Luna of Los Angeles County said in a news briefing Sunday afternoon that “two community members” had disarmed the gunman at the Alhambra ballroom. “This could have been much worse,” he said. But Mr. Tsay and his family, who reviewed the security camera footage from the lobby of the ballroom, said it was he alone who fought the gunman over control of the weapon and wrested it from him.

“It was just my son. He could have died,” said his father, Tom Tsay, who said he was proud of his son for the bravery he showed. “He’s lucky, someone was watching over him.” His older sister, Brenda, who currently runs the business, said the video showed a prolonged, fierce struggle between the two men all over the lobby.

Brandon, a computer coder who occasionally works at the family’s ballroom, said he was facing the gunman at around 10:35 p.m. Saturday, although he did not recognize him. Without hesitation, Brandon lunged and grabbed the weapon by its barrel, starting a struggle with the gunman for control of it. “It was a primal instinct,” he said. “I don’t know what came over me.” The fight lasted for about a minute and a half, and both men were similarly matched in strength, according to Mr. Tsay. He saw an opportunity when the gunman briefly looked down at the weapon, and he managed to pry the pistol away from him. He pointed the weapon back at the gunman and shouted, “Go, get the hell out of here,” as he recalls.

After assisting the police with their investigation throughout the night, Brandon felt deeply affected by the events of that evening and had not yet been able to fully process them. He felt particularly heartbroken for the community of Monterey Park and the surrounding areas, where his family and their ballroom had been a beloved haven for over three decades.
